A few things are totally different now though than before. I too have been with DX for almost as long as you, and until last year we had absolutely no significant downtime, and for just about a year now its been down more than up. I also, until 2005 never had one problem getting an outxchange done, sometimes it took a little longer than other times, but I mean a little longer, not years longer.
