I'm pretty sure that as a free member you get to advertise your site per the amount of credits you earn by your surfing activities - one credit per each page viewed. By racking up your credits, you are driving more traffic to your site. So #1 would be to earn money from your own websites by people clicking and purchasing your product and/or services.
In order to earn further as a free member, you can do that by referring people and getting "commission" from your referral activities. You get a % of whatever your "paid" referrals earn.
At least that's how I understand it so far.
